The primary objective of the RNZCGP continuing professional development programme is to encourage meaningful professional development that results in improved patient care.
What is the standard?
This standard is intended to ensure that all e-learning activities endorsed by RNZCGP are well positioned to contribute towards attaining this objective. The principles underlying this standard are consistent with the RNZCGP quality standard for endorsed learning activities, but are adapted specifically for the e-learning context. The seven indicator statements cover the following dimensions: relevance to general practice; high quality content; no professional or commercial bias; sound educational practice; impact; quality assurance mechanisms; and participant certification.
The RNZCGP standard for endorsed e-learning programmes is outlined in the seven indicator statements below. Criteria marked * are essential components of the standard. Criteria marked # are desirable components, but are not required.
Indicator 1: Relevance to general practice
The programme is relevant and useful to general practitioners in the New Zealand context.
* 1.1 | A vocationally registered general practitioner (FRZCGP) who understands the needs of the target audience has been involved during the development of the activity.
* 1.2 | The learning needs of general practitioners with regard to the topic have been taken into account in programme planning.
#1.3 | Activities involve a pre-assessment of the individual doctor’s knowledge in the subject area.
Indicator 2: High quality content
The content of the programme is accurate, up-to-date, is based on evidence of best practice, and promotes attitudes consistent with College principles.
*2.1 | The content of the programme has been developed in consultation with suitably qualified, independent, recognised authorities on the subject matter.
*2.2 | Research evidence has been consulted in the development of the resource, and sources are acknowledged.
*2.3 | There is a plan to ensure that content and materials are regularly reviewed and updated.
#2.4 | The content has been examined through a peer review process.
#2.5 | References to further resources on the topic are provided.
Indicator 3: No professional or commercial bias
The programme provides a balanced coverage of issues and contains no professional or commercial bias.
There is no pharmaceutical company involvement in the design or content of the educational programme
*3.2 | The programme content contains no product endorsements or material that can be construed to promote one product over any other.
*3.3 | Any sponsorship of the programme is publically acknowledged, and is at ‘arms length’ from the content of the programme.
*3.4 | Any potential conflicts of interest held by the programme staff with respect to its content are clearly declared in the application submission and in publicity material.
Indicator 4: Sound educational principles
The programme is developed according to sound educational principles.
*4.1 | Realistic learning objectives for the programme are specified.
*4.2 | The programme is coherently designed to enable achievement of the learning objectives.
*4.3 | The activity is designed to promote active learning.
*4.4 | Learning support is available if a participant requires it.
#4.5 | Where feedback is given, this is constructive, timely, and relevant.
#4.6 | There are mechanisms to encourage communication and interaction between learners or between the learners and the course developer.
#4.7 | The materials make appropriate use of available features, such as multimedia and hyperlinks.
Indicator 5: Maximising impact
The programme is designed in such a way as to maximise its potential impact.
#5.1 | Programme material encourages reflection on how learning will be implemented.
#5.2 | Specific suggestions are made regarding possible follow up activities that can be undertaken by the doctor.
Indicator 6: Evaluation
The provider ensures that there is a system in place for monitoring, evaluating, and improving the programme.
*6.1 | The provider has put in place a mechanism for evaluation of the programme.
#6.2 | The provider has considered a mechanism for feedback on the longer term impact and effectiveness of the programme, and will incorporate the findings of that review into future programme planning.
Indicator 7: Participant certification
The provider has a system in place for certification of successful programme completion.
*7.1 | Measures are in place to ensure that content has been viewed and participation has been achieved.
*7.2 | Certificates which state the number of credits that the activity has been endorsed for are awarded to participants who fulfil the attendance requirements.
*7.3 | Credits granted are a realistic estimate of learning time.
*7.4 | Records are maintained and there are systems in place to ensure the security of information in the event of a system crash.
