CORNERSTONE® update

You may be aware that last year, the College (in consultation with a wide range of stakeholders) reviewed its quality programme in response to feedback received from practices.

In December 2018, the College Board agreed to a new, modular approach for both the Foundation Standard and CORNERSTONE® Standard, and asked the College to run a pilot of the new modules before implementing it nationally.

Where we’re up to 

Pilot 

The College is running a pilot of all the modules to ensure they meet the needs of practices. Earlier this year, to prepare the modules for piloting, the College’s Quality team held workshops with representatives of those working in general practice.

There is a lot of interest in this project and we are pleased with the progress made so far. We currently have four draft modules being trialled by a total of 54 practices with some practices piloting more than one module.

The modules are:

Foundation Standard 
CORNERSTONE® Teaching Practice 
CORNERSTONE® General Practice  
CORNERSTONE® Continuous Quality Improvement (CQI)  

It’s great to have a range of practices trialling the new modules, as this helps ensure the final modules meet the needs of general practice teams. 

National implementation – date change 

On 28 June, the College announced that the launch of the new standards has been extended to 1 April 2020. 

This delay is due to the high number of practices participating our pilot, the amount of valued feedback we anticipate receiving, the level of sector interest in this programme, and the College’s commitment to delivering the best possible outcome. 

The College is contacting all practices and PHOs affected by this date change. This includes:

  • Foundation Standard practices whose accreditation expires between 1 October 2019 and 1 April 2020. These practices will need to be recertified against the current Foundation Standard.
  • CORNERSTONE® practices whose accreditation expires between 1 October 2019 and 1 April 2020. These practices will need to continue on the current CORNERSTONE® programme, completing all current annual requirements, including the onsite assessment.

Practices and PHOs effected by this change will be contacted directly.

What has changed?

We had expected to switch from our current CORNERSTONE® programme to our new, modular programme, on 1 October 2019. However, we have decided to extend our ‘go live’ date from 1 October 2019 to 1 April 2020.

Why has the ‘go live’ date changed?

We have made good progress on this project. We have a total of 54 practices piloting four of our new modules, but we need to give these practices time to try them, and the College needs time review their feedback and incorporate this into the final modules. Doing this work up front will help ensure we launch an appropriate, fit-for-purpose quality standard for general practice. The College is committed to delivering an excellent quality programme, and this date change will help us achieve this.

Who will be affected?

This change will affect PHOs and practices who hold Foundation Standard, and those doing the CORNERSTONE® programme whose accreditation expires between 1 October 2019 and 1 April 2020.


How are the Foundation Standard practices and PHOs affected? 

As the new Foundation Standard won’t be in place until 1 April 2020, practices with Foundation Standard certification expiring between 1 October 2019 and 1 April 2020 will need to complete the second cycle of Foundation Standard under the current programme.

These practices will need to ensure they are recertified before their current Foundation Standard expiry date. 

The College will provide PHOs with a list of affected practices. 

How are CORNERSTONE® practices affected?

As the new CORNERSTONE® programme won’t be in place until 1 April 2020, practices whose CORNERSTONE® accreditation expires between 1 October 2019 and 1 April 2020 will need to continue on the current CORNERSTONE® programme in order to be ready for reassessment prior to their expiry date.

What happens to CORNERSTONE® practices whose accreditation doesn’t expire between 1 October 2019 and1 April 2020?

These practices should continue with the current CORNERSTONE® programme, meeting all annual requirements.  For example: their annual assessments etc. until the new programme is implemented.


What happens to CORNERSTONE® practices whose accreditation doesn’t expire between 1 October 2019 and 1 April 2020?

What if I am not ready to be assessed before my current CORNERSTONE® expiration date?

If you don’t think you’ll be ready to be assessed before your expiry date, please discuss your options with your PHO. You will need to agree a plan with your PHO/DHB to complete the CORNERSTONE® programme and achieve accreditation..


We are a teaching practice. How does this effect me?

Please note, to be able to host a GP registrar this year, teaching practices must be CORNERSTONE® accredited by 1 December 2019.  We will be sending teaching practices a reminder about their requirements in the coming weeks. Please email communications@rnzcgp.org.nz if you have any questions.


What IT system do I use to complete my CORNERSTONE® accreditation / Foundation Standard Certification?

All practices will continue to use Quality Assurance to Quality Improvement Tool (QA2QI).


What do I do if one of my Foundation Standard Practices needs an extension?

If your practice(s) require an extension to their Foundation Standard certification expiry date, you will need to contact your local DHB to agree a plan. The College is unable to grant extensions.
